OVERVIEW OF POSITION

Reporting to the Manager of Finance & Deputy Treasurer, this position will provide comprehensive support in the areas of finance, budgeting, and long-term financial planning. The Financial Analyst will align financial strategies with our corporate strategic goals, contributing to informed decision-making and strategic planning by preparing and analyzing financial reports and complex data. In this role, the Financial Analyst will act as a key liaison with Directors, Managers, and other staff members, ensuring seamless collaboration across departments.

MAJOR RESPONSIBILITIES

  • Ensure accuracy of all financial information in compliance with the Town policies, Public Sector Accounting Standards, and the Municipal Act.
  • Monitoring, analyzing, and reporting financial activities to ensure proper authorization, funding, and expenditures. Performing monthly account reconciliations and journal entries as required.
  • Preparing monthly variance reports and liaises with Departments as required.
  • Maintain Development Charges deposits and related refunds and invoicing.
  • Provide assistance with capital projects to evaluate financial performance using KPI’s, ensure compliance with the budget and Town policy, and analyze for asset recognition.
  • Support the implementation and maintenance of the Town’s Capital Asset Management Plan.
  • Provide financial and budget analytical support, complete variance analysis and other interim financial reporting related to fixed assets, the capital budget and water/wastewater budgets and year end working papers.
  • Support the grant process and associated reporting.
  • Coordinate the annual energy audit on behalf of the Town.
  • Assist with the annual Financial Information Return (FIR) including preparing schedules, gathering, and compiling information, and populating the Excel spreadsheet.
  • Use Critical thinking skills, discretion and good judgement when managing confidential/sensitive information and communicating with individuals regarding controversial matters, sensitivity and ability to maintain security of files.
  • Assist with the annual audit, preparing journal entries and other financial related duties as assigned.

POSITION REQUIREMENTS

  • University Degree in Accounting or Business Administration or related field.
  • Completion of a recognized accounting designation program (CPA, CGA, CMA) would be an asset.
  • Post graduate Certificate or Diploma in Municipal Administration or knowledge of relevant Acts and legislation governing the financial operations of municipal government is considered an asset.
  • Minimum three (3) years’ relevant professional accounting or financial experience.
  • Prior experience in Dynamics 365 Business Central is preferred
  • Experience in municipal budgets, forecasting and financial reporting and accounting.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self-management and accountability and flexibility/adaptability.
  • Proficiency in accounting software such as FMW budgeting software, Citywide Capital Asset Software and Keystone is considered an asset.
  • Excellent communication, interpersonal, consultation and relation building skills with the ability to deal courteously and effectively with municipal staff, elected officials, residents, and other agencies.
  • Advanced skills in MS office with an emphasis on Excel.
  • High degree of accuracy, attention to detail and record keeping skills.

WORKING CONDITIONS AND ENVIRONMENT

  • Hybrid work environment, including three days spent in-office and two days working from home;
  • This position works 35 hours a week, 8:30am-4:30pm, Monday to Friday, however the incumbent may also work outside of regular business hours, which may be significant during the annual budget and year-end cycles.
  • The salary range for this position is $84,863.94 - $99,278.81.
  • The Town offers an excellent comprehensive benefit package, and participation in the Ontario Municipal Employee Retirement Scheme (OMERS) pension plan.
